The concept for an International hockey competition
at the world level originated in a joint proposal made by India and Pakistan at
an IHF(International Hockey Federation) Council meeting on 30 March 1969. The proposal
called for a tournament in between the Olympic years. Pakistan was chosen to
host the inaugural World Cup in October 1971. However India and Pakistan were
locked in a tense standoff over the situation in East Pakistan. The prevailing political
situation resulted in the shifting of the site to the Spanish city of Barcelona.
From 1978 onward, the tournament has held once in four years.
